Admissions and Enrolment
Module summary
The Admissions and Enrolment module receives candidates allotted to the institution and turns a valid allotment into an enrolled student.
It gives the admission office one place to:
- set up the admission cycle;
- record sanctioned seats and seat pools;
- manage counselling authorities and their rounds;
- import candidate allotments;
- record candidate reporting;
- verify documents and eligibility;
- collect finance, medical, programme, and bond clearances;
- approve or reject admission;
- process joining, upgrade, withdrawal, and relieving;
- reconcile vacancies at the end of each round;
- hand the admitted candidate to the student-record and programme-enrolment modules.
The module is seasonal, deadline-bound, and highly auditable. Its purpose is to make a compressed admission period orderly without weakening the institution’s statutory controls.
Where Admissions sits in MedCES
Admissions operates inside the institutional hierarchy and 3L3T access model. The organisation identifies the governance body, institution, department, and programme offering. The admission cycle then brings the relevant offerings, counselling authorities, seats, rounds, and candidates together for one intake period.

The central principle
MedCES does not award the counselling seat. It verifies whether the candidate allotted to that seat can be admitted by the institution.
For MBBS, MD/MS, DM/MCh, DNB, and similar counselling-led programmes, the recognised counselling authority remains the source of the allotment. MedCES records the allotment, verifies the candidate, and reports the institutional outcome.
An allotment is therefore not the same as an admission. A candidate is admitted only after all mandatory checks are complete and the authorised institutional officer records the decision before the applicable cutoff.
Programmes covered
The common admission workflow is intended to support:

PhD and institution-selected fellowships may use parts of the same reporting and verification workflow after selection. Conducting an entrance examination, interview, merit list, or counselling process is outside the core boundary of this module unless a later product scope explicitly adds it.
What the module owns
Admissions owns the admission event from the institution’s point of view:

What the module does not own
Admissions does not:
- conduct NEET, INI-CET, NEET-SS, or another entrance examination;
- calculate the candidate’s national or state rank;
- run MCC or state choice filling;
- change an allotment issued by a counselling authority;
- maintain the student’s complete ongoing academic profile after enrolment;
- maintain the accounting ledger, hostel inventory, or academic attendance;
- allow admission after the statutory cutoff merely because an operator requests it.
The source authority must issue a revised allotment when the original allotment is incorrect. MedCES records revisions; it does not rewrite the authority’s decision.

Admission states
MedCES does not reduce the entire case to a single vague status. It tracks several independent dimensions:

This separation allows the admission office to understand exactly what is pending and who must act next.
Hard controls
The following controls apply across the module:
- An allotment cannot be admitted against an unavailable or mismatched seat.
- A candidate cannot be finally admitted while a mandatory verification or clearance is incomplete.
- An admission after the statutory cutoff is blocked, not merely warned.
- An override requires an authorised role, a reason, and supporting evidence.
- The person preparing evidence should not approve their own high-risk exception.
- A later allotment, upgrade, resignation, or cancellation creates history; it does not erase earlier records.
- A counselling round cannot close while its seat reconciliation is unresolved.
- A candidate cannot become an enrolled student until admission and joining are complete.
