Admission Lifecycle

Lifecycle summary

The admission lifecycle begins before the first candidate reports and ends only after the final seat and student records agree.

1. Prepare the cycle

The Admission Nodal Officer creates the cycle and selects its cycle offerings. The Counselling Coordinator then creates one counselling process for each participating authority and route inside that cycle. Each process owns its own seat pools and rounds.

The cycle remains in draft until the required configuration is approved. Candidates cannot be admitted into an inactive cycle.

2. Establish seats and rounds

The Counselling Coordinator records the sanctioned seats and divides them into the seat pools controlled by each counselling process.

Rounds are then created with their reporting windows. The institution records the source matrix for each round rather than relying on an informal spreadsheet maintained outside MedCES.

3. Receive the allotment

The authority’s result is imported as an allotment batch. MedCES validates:

  • the authority and round;
  • candidate identifiers;
  • programme and speciality;
  • seat pool and quota;
  • duplicate or conflicting allotments;
  • availability in the round matrix.

Only an accepted batch becomes available at the reporting desk.

4. Record reporting

When the candidate reports, the Admission Clerk confirms the allotted candidate’s identity, records the reporting time, receives documents, and issues an acknowledgement.

Reporting means that the candidate presented themselves within the permitted process. It does not mean the candidate has passed verification or joined.

5. Verify documents and eligibility

Document Scrutiny Officers verify the evidence. Admission Scrutiny Committee Members determine whether that evidence satisfies the seat’s rules. Heads of Department or PG Coordinators handle speciality-specific checks.

A correct document can still fail an eligibility rule. A valid state certificate, for example, may not establish eligibility for a centrally reserved seat. MedCES therefore separates document verification from eligibility review.

Deficiencies are issued with a reason, owner, due date, and resolution history.

6. Complete specialist clearances

Accounts Officers, Medical Officers, Heads of Department or PG Coordinators, and Legal/Bond Officers complete only their own sections. The Admission Nodal Officer can see whether each clearance is complete but cannot substitute for the responsible specialist.

7. Decide admission

The Authorised Dean/Principal receives a decision summary showing:

  • the actionable allotment;
  • reporting status;
  • verification and eligibility findings;
  • unresolved deficiencies;
  • specialist clearances;
  • cutoff status;
  • proposed decision.

The Dean/Principal or delegated Registrar can approve, reject, or return the case for correction. A mandatory missing requirement or expired cutoff blocks approval.

8. Record joining

Approval and joining are separate events. Joining records that the candidate completed the required admission formalities and took the allotted seat.

MedCES records the actual joining date and time and produces the joining evidence required for authority reporting.

9. Process movement or exit

The candidate may later be upgraded, resign, withdraw, be relieved, or have admission cancelled. The movement workflow coordinates:

  • the admission decision;
  • seat vacancy;
  • original-document return;
  • refund or forfeiture;
  • university and student-record impact;
  • authority reporting.

Earlier history remains visible.

10. Reconcile the round

For every seat pool:

Opening vacancy
+ seats returned or vacated
- valid joined admissions
= closing vacancy

The round cannot close while MedCES and the authority source disagree on material totals.

11. Create student enrolment

After final admission and joining, the Student Section Officer creates or links the person, student, programme enrolment, batch, speciality, and regulation-version assignment.

The admission case becomes historical evidence. The programme and student modules own the learner’s ongoing academic life.

Time controls

Three dates must not be confused:

A round may close before the statutory cutoff. The statutory cutoff does not give the institution permission to extend an authority’s earlier reporting deadline.

Audit expectations

The lifecycle retains:

  • source files and versions;
  • each reporting event;
  • every verification finding;
  • deficiency notices and responses;
  • clearance decisions;
  • approval, rejection, and override reasons;
  • movement and vacancy consequences;
  • all generated letters and acknowledgements;
  • user, timestamp, and organisational scope for each action.
